Exit Poll
Persons or organisations intending to conduct exit polls on the polling day of the 2025 Legislative Council General Election should refer to the “Guidelines on Election-related Activities in respect of the Legislative Council Election” and the relevant supplementary information (if any) issued by the Electoral Affairs Commission and also read carefully the following application guidelines before submitting their applications to the Registration and Electoral Office (“REO”).
Applicants / Applicant organisations must complete and sign the prescribed Application Form for Conduct of Exit Poll and make a statutory declaration by virtue of the Oaths and Declaration Ordinance (Cap. 11) as required in Part I of the application form. REO will accept applications for conducting exit poll in the 2025 Legislative Council General Election starting from 21 November 2025.
The original of the completed Application Form for Conduct of Exit Poll with statutory declaration made shall be submitted in person or by post to the REO not later than 10 days before the polling day (i.e. on or before 6:00 p.m. on 27 November 2025). Late applications will NOT be processed.

In addition to submitting the hard copy of the duly completed Attachment I together with the application form, please submit a copy of the duly completed “Particulars of Persons who will be Deployed to Conduct Exit Poll” in electronic format (in xlsx. format) to the Registration and Electoral Office by one of the following means-
- Record the table in a compact disk (CD) and submit it together with the Application Form.
- Upload the table to the e-Form Upload Platform of the Registration and Electoral Office when submitting the Application Form in person or by mail.
- Upload the table to the Central e-Form Services when submitting the Application Form in person or by mail.
Remark: An elector has the right to keep his/her vote secret. Participation in exit poll is entirely voluntary.
There is no person or organisation applied for the conduct of exit poll in the 2025 Legislative Council General Election.
