2. If the number of persons nominated by a designated body exceeds the number of vacancies to be filled, but the body has not indicated which of the nominees are to be given preference; or the number of nominees to whom preference is given is less than the number of vacancies to be filled, the Returning Officer will determine, by drawing lots, the order of priority in which the nominees of that body are to fill the vacancy. Validly nominated nominees who make up the number of vacancies to be filled for the designated body in their order of priority become members representing the relevant subsector on the Election Committee.
