Voting systems for the Functional Constituencies

  • For 21 of the Functional Constituencies, the first past the post system will be used, and each voter may cast one vote.

  • For the Labour Functional Constituency with three seats, the first past the post system will be used, and each voter may cast up to three votes.

  • For the six Functional Constituencies with a small number of voters (i.e. Urban Council, Regional Council, Heung Yee Kuk, Agriculture and Fisheries, Insurance, and Transport), the preferential elimination system will be used. Under the system, a candidate needs an absolute majority of votes to get elected.
